Part of When to build keyword research foundations for an England audience
Why search volume is not keyword research commercial demand for content teams
Explains why search volume alone does not prove commercial demand, and how to test budget, delivery cost, rival bids and regulatory limits before committing.
What to take away
- The mistake most teams make is treating a high-volume keyword as a market. A term becomes a commercial opportunity only when buyers hold a budget, delivery is possible and a margin survives.
- Search volume measures curiosity. It says nothing about contract value, repeat purchase or the cost of serving a buyer.
- Check supply before demand. Where funded rivals already bid, your cost per click follows their economics rather than yours.
- Rules sit inside the calculation, not beside it. A claim that has to be withdrawn removes revenue rather than trimming it.
- Write every assumption as a pound figure with a source, so a reviewer can attack the weakest one first.
Separate a search term from a commercial market
A keyword labels an audience. It does not prove a business. Turning it into an opportunity means showing that a buyer pays and that you can deliver at a margin.
Is the keyword commercial?
Does a buyer pay for this?
commercial opportunity
content project only
Demand has to exist outside the search box
People search for things they never buy. Templates, definitions and troubleshooting queries pull in traffic and almost no revenue. Look for the transaction behind the term: what the buyer purchases next, who approves it and how often it repeats. A term with a named budget line is commercial. A term with only curiosity is a content project.
Count the rivals already selling
An empty result page can signal an untapped niche, or that nobody makes money there. A crowded page is easier to read.
Competitors with paid budgets have already tested whether the term converts, and their bids set your rate. Where several funded firms hold the top slots, treat demand as proven at a known price.
The England market guide for 2027 explains how to scope a domestic market before you build a cluster, which matters when the buyer list shifts by region.
Build a demand and cost model
A model does not need to be sophisticated. It needs to be honest about which numbers are evidence and which are guesses.
Start from business population, not search volume
For B2B terms, the number of firms that could buy is a hard ceiling. The Office for National Statistics business demography release tracks how many UK businesses exist and how long they survive. That gives a defensible upper bound where keyword tools offer an estimate. Filter by size band and sector before you use it.
Cost the work before you cost the clicks
Publishers and agencies usually need an outer bound first. Statista's media market data gathers revenue and audience figures for media segments, which helps test whether a content budget is plausible at all.
Illustrative cluster economics
- £19,200 | annual tool and writer cost
- 60 | enquiries from cluster
- 8 | enquiries becoming clients
- £24,000 | annual gross margin
If the cluster produces 60 enquiries and 8 become clients at £3,000 of annual gross margin each, that is £24,000. The margin left is £4,800, and one extra tool seat would erase it. The figures are illustrative labels, not measured results.
Check the rules that CAP the upside
Regulation changes the size of the prize. A term you cannot advertise legally is worth less than its volume suggests.
Advertising codes and published sanctions
The ASA publishes the sanctions it can apply when an advertiser breaks the advertising codes. Withdrawing a campaign costs the media spend, the creative work and any ranking the page built. Treat that as a cost line in the model.
Channel and platform constraints
Finance, health and gambling keywords often carry extra verification or outright bans on particular networks. Check the platform's own policy before you commission the content. If interest is seasonal rather than steady, the demand signals in England explain how to read that pattern, which decides how long a page has to repay its cost.
Common questions
Is high search volume a proxy for commercial opportunity?
No. Volume measures how many people search, not how many buy. Use it to rank candidate terms, then test each one against budget, delivery cost and margin.
How can I size a market without buying research?
Start with official business population data and sector revenue ranges, then narrow them with your own enquiry and conversion figures. Two or three labelled estimates beat one confident number.
When should regulation change my keyword list?
When a claim you would need to make is restricted or banned. If the page only works with a prohibited promise, the term is not a viable opportunity, however cheap the clicks are.
